Recently, there are two policies implemented in higher education institutions to eliminate mismatches between work and learning and to improve the quality of education. It is the implementation of the teaching-learning support system and lecture evaluation system. In addition, since early 2000, the teaching method for learner-centered education has been introduced under the name of new teaching method and is being performed in the lecture. However, many professors have expressed difficulty in applying new teaching methods to class. Now, emphasizing the excellence and innovation of college education and strengthening the capacity of learners are measured as educational achievement results. The university emphasizes learner-centered education and has a lot of concerns about learner-centered teaching capacity, but lacks concrete discussions or empirical data. In this paper, we focus on the learner-centered education in the university to minimize the gap between the external environment change demands and the internal change rate of the university education and to search the direction to realize the learner-centered teaching methods.
