This study considered the characteristic and change of cultural activities for S&T performed by public sector in democratic period. This research surveyed cultural activities for S&T carried out by public sector from Kim Young-sam Civilian Government till Rho Moo-hyun Participatory Government. Kim Young-sam Administration reorganized Korea Foundation for S&T Promotion into Korea Foundation for Science Culture and set up The Korean Academy of Science and Technology and National Academy Engineering of Korea in the field of S&T promotion. Kim Young-sam Administration held Korea Science Festival and Daejeon EXPO in the field of S&T popularization. Kim Young-sam Government established KAIST Technology Business School in the field of S&T manpower training and set up Korea Engineering Prize in the field of S&T reward. Kim Dae-joong People’s Administration held Korea Science Festival, Regional Science Festival, Information Culture Festival, and Korea Ceremony for Technology in the field of S&T popularization. Kim Dae-joong People’s Government set up National Science Museum Council and constructed National Gwacheon Science Museum in the field of S&T popularization. Kim Dae-joong People’s Administration constructed Korea Agency for Digital Opportunity and Promotion, Korea Industrial Technology Foundation, and KISTEP in the field of S&T promotion. Kim Dae-joong People’s Government introduced Youth Team for Science Exploration and Science Ambassador Project and held Youth Camp for Industrial Technology, APEC Youth Science Festival and Korea-America Youth Summer Science Camp in the field youth S&T. Kim Dae-joong People’s Administration introduced Technology Assessment in the field of S&T democratization and carried out Certificate System for Good Science Book and Science Book Start Movement in the field of S&T press. Kim Dae-joong People’s Government set up Korea Prize for Science Culture and This Year’s Prize for Female Scientist and Engineer in the field of S&T reward. Rho Moo-hyun Participatory Administration introduced Accreditation System for Engineering Education and Accreditation Board for Engineering Education in the field of S&T manpower training and set up Service Council for Female S&T manpower training in the field of female S&T.
