The purpose of this study is to investigate the correlation between the adolescence education and ‘the free semester system’ education policy that has been conducted since 2013 and to examine the trends of museum education through developing a model of museum education. The data were collected from the cases of National Folk Museum from 2016 to 2017 when the free semester system policy was fully implemented. It is necessary for the museum to provide education programmes through reconstructing contents in accordance with free semester so that schools can systematically interact with museums. Especially, the development of museum education model in accordance with education policy will lead to the operation of systematic and consistent education. The purpose of this study is, therefore, to modularize museum education which can represent local community through developing a design model which museums can support considering the uniqueness of the free semester system. This study suggests five elements of education model design: goal, theme, contents, activities, and evaluation. It analyzes the operation of museum education programmes such as career search activity and topic selection activity to develop an educational model, reinforcing the role of public institutions(museums) as a part of local community.
