Recently, there have been reports of safety accidents in big and small festivals and large cultural events in Korea. The purpose of this study is to examine the festival safety manual and countermeasures that can be prevented in advance. Especially, social illness such as AI and Merce, Seoul city festival site crashes, Pangyo ventilation crashes, etc., and large-scale cultural events or safety accidents at festivals can lead to relatively high casualties. Related research is needed. Therefore, in this study, we conducted a study on the festival directors of 20 years or more who have been engaged in safety related work for a long time in the festival field considering the characteristics of the festival site. In addition, The phenomenological study method of Giorggi was adopted and the results of this study were divided into the upper component and the lower component respectively. The results of this study are expected to help a little in relation to the safety measures of local festivals in the future.
