The purpose of this study is to find a way to secure stable and reasonable local education financing by analyzing the way of securing local education finance and major issues in the face of the complex problem of the decrease of the number of students and improvement of the educational environment. As for the state of local education financing, at the national level, general tax, special tax, and target tax can be secured. In the local level, it can be secured in the form of grants, pre-deposits, and subsidies. By securing the funds by pre-general deposits and non-statutory deposits, the local education financial grants now include a mix of grants, . Issues related to the securing of local education financing include issues arising from the process of estimating the size, issues in the system operation process, issue issues in the enforcement process, and issues that vary in size and method of securing according to the political nature. In this paper, we propose a plan to simplify the structure of the financial resources, a method of securing the actual budget for the target, an incremental adjustment plan, and various institutional support measures to solve these issues.
