본 연구는 학생수 감소와 교육환경개선이라는 복합적 문제에 직면하여 지방교육재정 확보 방식과 주요 쟁점을 분석함으로써 안정적이고 합리적인 지방교육재정 확보방안을 도출하는데 목적을 두었다. 지방교육재정 확보현황을 보면, 국가 차원에서는 일반세, 특별세, 목적세 등의 형식으로 확보할 수 있는데, 내국세 일정비율 및 특정세 부가형식인 교육세로 확보하여 교부하고 있다. 지방차원에서는 교부금, 전입금, 보조금 등의 형식으로 확보할 수 있는데, 지방자치단체 일반회계 전입금 및 비법정전입금으로 확보함으로써, 현재 지방교육재정교부금은 교부금, 전입금, 보조금 등이 혼합된 형식으로 확보되고 있다. 지방교육재정 확보 관련 쟁점은 규모를 추정하는 과정에서 나타나는 쟁점, 제도 운용과정의 쟁점, 집행과정 상의 쟁점 및 정치적 성격에 따라 확보 규모 및 방식이 달라지는 쟁점 등이 있다. 본 연구에서는 이러한 쟁점을 해결하기 위한 향후 확보방안으로 재원확보 구조 단순화 방안, 목표 대비 실수요 재정 확보방안, 점증적 조정방안 및 다양한 제도적 뒷받침 방안 등을 제시하였다.
The purpose of this study is to find a way to secure stable and reasonable local education financing by analyzing the way of securing local education finance and major issues in the face of the complex problem of the decrease of the number of students and improvement of the educational environment. As for the state of local education financing, at the national level, general tax, special tax, and target tax can be secured. In the local level, it can be secured in the form of grants, pre-deposits, and subsidies. By securing the funds by pre-general deposits and non-statutory deposits, the local education financial grants now include a mix of grants, . Issues related to the securing of local education financing include issues arising from the process of estimating the size, issues in the system operation process, issue issues in the enforcement process, and issues that vary in size and method of securing according to the political nature. In this paper, we propose a plan to simplify the structure of the financial resources, a method of securing the actual budget for the target, an incremental adjustment plan, and various institutional support measures to solve these issues.
