In this paper, we propose a buoy that operates on the surface of water and attracts fish using light and frequency and can show fish under water in real-time. In the previous research, the power consumption of the light source used for attract the target fish species is so high that it cannot operate for a long time, the types of light or frequency that can be generated are limited, and the control procedure for changing the target fish species is complicated. These make users uncomfortable. The proposed technique consists of the buoy which is capable of attracting fish and a smartphone application which is capable of controlling buoys remotely. The buoy can attract the target species with the appropriate frequency and light because it can generate a wide range of frequency and light. In addition, the buoy provides underwater images taken with a camera located at the bottom of it. Users can control the frequency and light remotely with a smartphone application, and check fish under water in real-time. This enables the user easily catch the target fish species by attracting fishes to the desired location.
