자연재해란 폭풍, 홍수, 해일, 지진, 산사태 등 자연 현상으로 인해 생기는 사망을 포함한 인명피해및 재산 손실, 시설물의 피해가 발생하여 사람의 활동에 제한을 주는 것을 말한다. 따라서 자연재해는 질병, 테러, 기름 유출 등과 함께 관광산업에 있어서 대표적인 부정적 영향을 미치는 요인이다. 실제로 세계 곳곳에서는 자연재해로 인해 관광자원의 피해가 발생하여 관광산업이 치명적인 타격을 받은 사례가 빈번히 발생하고 있다. 지난 2017년 11월 15일 오후 2시 22분 32초에 포항시 북구 북쪽7km 지역에서 규모 2.2의 지진이 발생하였으며, 이어서 22분 44초에 포항시 북구 북서쪽 7km 지역에서 규모 2.6의 지진이 발생하였다. 그동안 우리나라는 태풍과 홍수 피해, 산불이나 산사태 등의 계절적 자연재해는 가끔씩 발생하지만 지진에는 안전한 지역으로 인식하고 안심하고 있었다. 그러나 이제우리나라도 더 이상 지진으로부터 안전한 지역이라고 할 수 없다. 본 논문에서는 자연재해로 인한 피해 중에서 문화재 등 문화관광자원의 붕괴 및 훼손에 대해 살펴보고 궁극적으로 문화관광자원의 보호와 재해대책에 대한 제언을 하고자 한다.
Natural disasters are those caused by natural phenomena such as storms, floods, tsunamis, earthquakes, landslides, etc., including deaths, damage to property, damage to facilities, and restrictions on human activities. Therefore, natural disasters have a negative impact on tourism industry as well as disease, terrorism and oil spill. In fact, in many parts of the world, natural disasters have caused damage to tourism resources, and the tourism industry has suffered a fatal blow. A 2.2 magnitude earthquake occurred at 2:22:32 PM on November 15, 2017, at 7 km north of Pohang City. The earthquake of 2.6 magnitude occurred in 22.44 seconds northwest of Pohang City. In the meantime, Korea has been aware of seasonal natural disasters such as typhoons, flood damage, forest fires and landslides, but it is safe for earthquakes.\nBut now our country is no longer safe from earthquakes. In this paper, we investigate the collapse and destruction of cultural tourism resources such as cultural properties from damage caused by natural disasters, and ultimately propose protection of cultural tourism resources and measures against disasters.
