The purpose of this study is to verify organizational effects of independent living centers on the empowerment of persons with disabilities using the independent living service, by adapting the system-resource point of view. Data were collected through mail and phone survey from 10
independent living centers and 231 persons with disabilities who use independent living services, and the data were adapted to the hierarchical linear model. There were differences among the 10 independent living centers with respect to the empowerment of persons with disabilities. And among individual factors, only sex appeared to have interaction with the
organizational factors. In addition, the sex, academic background, disability level, and the usage of service influenced on the empowerment. The results of this study will be applied in the future as an important basic data in composing and managing independent living centers.
