In Korea, the Gifted Education Promotion Act was established and
enacted in 2002, but there were some groups not covered by the law.
During the first five years of the law, few supports were provided to the
groups. Only recently when the law is in the take‐off stage, policies for
providing gifted education to disadvantaged classes were suggested, and
gifted education began to be executed for a small number of gifted children
in these classes. In the current situation with inadequate base of education
welfare, the road map for selecting and educating has limitations in its
specificity and practicality.
Therefore, in order to lay the base for policies on gifted education for
children in disadvantaged classes, this study purposed to analyze existing
model programs in operation and to propose alternative plans to provide
equal opportunities to gifted children in disadvantaged classes for achieving
the original goal of education welfare, namely, equality.
