This paper examines the meaning of labor time and paid leave in the context of low wage-long hour labor regime before the 87 Labor Movement. This is to examine ways in which the strategies of 'Gongjang Saemaul Movement'(New Community Movement in Industry) designed to achieve labor time to become productive time were reflected in the notion of free time. In order to analyze more specifically the meaning structure of labor time and paid leave, the content structure of text will be examined. The data used in this paper are texts in what we called Exemplary Worker's notes and case book published between 1970s and 1980s. Its study results show that the logic of developmental state managed to force low wage and long hour and coerce into laborer into new labor ethics. 'Gongjang Saemaul Movement' was the embodiment of a developmental system, which was to mobilize laborers and depoliticalize working classes. 'Gongjang Saemaul Movement' moulded laborers into industrious workers. It means habit of industry corresponding with developmental state's interests. 'Gongjang Saemaul Movement' established the common political ideology of developmentalism and productivism. The logic of 'Gongjang Saemaul Movement' had taken place not only in production, workplace, and labor time, but much further in the realm of reproduction, extra-workplace space, and free time as well. In this context, the value of free time, leisure and family time should be excluded except productive labor time.
