Gyeong-In National University of Education(GINUE) has 65 years history, and has developed continuously step by step from secondary school system through junior college to four year university system. Now GINUE is the biggest one among 10 national universities of education, and has two campuses at Incheon and Anyang. Recently GINUE has some difficulties as an elementary school teacher education institution because of the decrease of the number of elementary school children, the increase of competition in teacher recruitment examination, and government policy for restructuring national university system. GINUE has been asked to change its role and system according to social changes and environment. With the purpose of searching for possibilities of change and development of GINUE, this study examined seven possible ways of structural changes of the university, and discussed strong point and weak point of each proposal. GINUE has its own tradition and local situation. Therefore GINUE can not be forced to adopt any one way of change and development. According to the tradition and local situation, GINUE has to decide its own future for university development. In this process, it is strongly recommended for the professors and students of GINUE to have more concerns and dialogues and to make consensus for better teacher education for the future.
