"Steady economic growth has led domestic workers to places with more rights and increased income, which has made them avoid getting in 3D-industries. To fill gaps in the domestic labor pool, there has been a great influx of foreign workers and it is on the continuous increase. To improve the current situation, the employment permit system which permits employers to legally hire certain number of foreign workers has been introduced. The system establishes efficient employment management for foreign workers by protecting employment opportunities for domestic workers and solving lack of labor problem in small and medium-sized businesses, such as 3D-industries. In this regard, the research is focused on the contents of employment permit system and the current conditions for foreign workers, including problems and measures to improve the situation. The employment permit system, when deciding the size of influx, needs synthetic judgement: optimum number of citizens overseas, diversifying contact system with foreign workers, and cutting down employers' expenses. Additionally, there should be one-stop system for domestic employers, accompanied by eliminating the cause of illegal permanent residence and maintaining continuous regulations.
