"With the 5th term of local government system elected by popular vote, the issue of local governments’ financial crisis is getting serious in Korea. This study has been designed to reflect the situation around the financial function of the local governments. The study detailed the distribution of resources, redistribution of income, and the economic stabilization. And the study also described the structure of tax revenue and tax expenditure of the local government budget in the context of related legal system. The study finds the overall insufficiency and rigidity of welfare budget with the issue of excessive dependency on the Users Pay Principle. As the solution for this issue, the study proposes the expansion of the welfare budget by internal budget re-allocation and taxation. The study recommends the initiating the review system of effective expenditure of the current welfare budget as the key solution for the local governments to expand the social welfare budget. The author also points out the need for the shaping of welfare system suitable for local situation and the policy development based on this system in the longer term.
