Education for International Understanding faces challenges in the 21st century. The September 11 terrorist attacks in the United States have triggered nationalism. On the other hand, our societies which are becoming more multicultural require people to develop worldmindedness in order to coexist with people from different cultures. A search for a common ground in two conflicting educational objectives could serve as a means to establish a future direction in the Education for International Understanding. In this context, the article reviewed historical development of EIU and Civic Education in the United States. Based on the analysis of developmental processes in the two educational fields, the article suggested a concept of multiple citizenship as a common educational objective for both EIU and Civic Education. The concept does not limit citizenship to one nation, but expand it to a region or a union of nations or world citizenship, making it a multi-dimensional one.
