남북 화해와 통일에 있어서 가장 큰 걸림돌은 북으로부터 직접적으로 피해를 입은 당사자와 그 가족들의 응어리진 한이라 할 것이다. 다시 말하면 6.25 전몰군·경과 상이군·경, 그리고 유족이 품고 있는 북한과 대한민국 정부에 대한 한이다. 그들은 국가유공자이고 유족이다. 어떻게 하면 그들의 해묵은 한을 풀도록 하여, 남북 화해와 통일에 걸림돌을 디딤돌로 승화할 수 있을 것인가? 본 연구는 그 방책을 국가보훈정책 차원에서 모색하고자 시도하였다. 지난 반세기 국가보훈정책을 검토하여 보면, 상이군경이나 미망인에 비해, 전몰군경 유자녀에 대하여는 국가가 간과하였음을 부인할 수 없다. 그러한 보훈정책에 대한 섭섭함이 원인이 되어 오늘날 남북화해·통일에 있어서 전몰군경유자녀가 가장 큰 걸림돌이 되고 있다. 시대적인 특수성과 국가경제를 고려할 때 그렇게 할 수 밖에 없었음을 인정하고, 이제부터라도 형평에 맞는 보훈보상을 하는 것이 국가보훈정책의 바람직한 방향이다. 이것이야 말로 진정한『통일비용』이라 할 것이다.
