본 논문은 한국사회의 새로운 변화에 따라 국가보훈의식의 선진화 방향과 과제를 보훈의식의 현대적 가치와 보훈문화의 일상화를 중심으로 제안하였다. 국가보훈의식은 한국인이 한국과 한국인으로서 강한 자부심을 느끼는 반면에 한국을 위한 희생과 헌신을 꺼리면서 그리고 현대사회의 탈근대화로 인해 극단적인 개인주의가 확산되면서 위기에 처해있다. 고로 탈근대적인 가치관의 확산, 개인주의화의 팽배로 개인들의 국가관과 정체성이 약화되어 선진화를 통해 국가보훈의식을 강화해야 할 필요가 있다. 국가보훈의식은 나라사랑의 기본정신이자 현대적 애국심으로, 국가보훈의식의 선진화는 한국사회의 국민통합과 국가발전에 중요하다. 그러기에 국가보훈의식을 새롭게 하여 국민의 통합과 결속을 높이는 동시에 국가정체성을 강화해야 한다. 선진화(advanced development)란 “현재 보다 나은, 보다 높게 발전적인 방향으로 향상, 되어가는 것”으로 2007년에 산업화와 민주화 이후 새로운 발전을 도모하려는 취지로 제기되었다. 국가보훈의식의 선진화는 보훈의식가치의 현대화와 보훈문화의 확산에 있는데, 보훈의식가치는 독립, 호국, 민주 정신을 현대화하여 지구촌 공동체, 평화, 인권 등 포괄적으로 더욱 확대되어야 한다. 또한 보훈의식가치는 일상적인 생활가치로 전환되어야 보훈문화의 일상화가 이루어질 수 있다. 연구결과, 무엇보다 시급한 국가보훈의식의 선진화 과제를 제시하였다. 첫째 국가보훈의식의 선진화 연구 및 관리 기능을 가진 독립기관의 신설, 둘째 국가보훈기본법, 보훈법령의 정비를 통한 종합적인 국가보훈발전법의 발전, 셋째, 보훈대상자의 범위를 4단계로 특화 및 단순화 넷째, 보훈예산의 합리적 운영과 지원체계의 현실화 다섯째, 보상금의 불균형 해소, 여섯째 보훈대상자의 노령화 대비 사회복지체계에 편재하여 효과적인 복지대책 마련 일곱째, 국가보훈단체의 협력 및 보훈시설의 보훈문화 일상화를 위한 활용 등이다.
This article proposed advanced development direction and missions of a patriotic consciousness with new changes of Korea focus on contemporary values of a patriotic consciousness and a patriotic culture. The a patriotic consciousness has being on crisis be cause in spite of koreans has great self-respect about Korea and themselves they have scruples about dedication and a sacrifice for Korea. Also the individualism spreads by post-modenization of contemporary society. A patriotic consciousness is basic spirit of patriotism and nationalism. An advanced patriotic consciousness is very important to national integration and development of Korea. So it's has to reinforce identity of korea and foster national integration and union by renewing a patriotic consciousness. a advanced development is “better than the present, better higher develop". This theme has been pose with intent to take new development after industrialization and democratization in 2007. A advanced development of patriotic consciousness is due to modenization of a patriotic consciousness values and spreads of a patriotic culture. As a result of research, the question for the advanced development of a patriotic consciousness was proposed such as that; first, a new establishment of organization for researching the advanced development of a patriotic consciousness; second, the reform of a patriotic the related laws and regulations. third, the simplification and specification of range that a patriotic a person concerned. forth the reasonable administration of a patriotic budget and actualization of support system. the fifth, get rid of unbalance of an indemnity the sixth the use of a patriotic equipment; and facilities for an everyday inspiration of a patriotic culture. etc.
