국가보훈의 상징적 정책인 민족정기 선양정책을 구현하기 위한 방안으로 ➀ 민족정기 선양사업의 범위와 대상을 국내·외 및 독립운동자와 독립유공자를 대상으로 하고, ➁ 각종 선양행사에 국민들이 직접 참여할 수 있도록 하기 위하여 방송매체와 인터넷 매체를 활용하며, ➂ 선양정책과 보훈문화 프로그램의 개발시 전문 인력을 활용하여 연계성·전문성·효율성을 높여야 하며, ➃ 보훈교육연구원을 보훈문화 교육연구원으로 확대·개편하여 시설 및 인력을 확충하고, ➄ 상징적 시설물들은 테마파크로 개발하여 기념시설물이 아닌 교육과 레저가 함께 어우러질 수 있는 공간으로 거듭날 수 있도록 해야 할 것이다. 기념관, 전적기념물 등을 효율적·전문적으로 관리하는 궁극적인 목적은 선인들이 남긴 호국정신을 계승·보존하여 후세에 잘 물려주는 사회교육적 기능에 순응하는 것이라는 전제하에 정부 차원에서 보호·관리를 위한 제도적인 장치를 시급히 마련해야 할 것이다. 따라서 전적기념물에 담긴 의미나 성격을 감안해 볼 때 국가보훈처에서 예산과 인력을 배정받아 기념관과 전적기념물 등을 통합 관리함으로써 체계성·효율성·전문성을 발휘할 수 있을 것이다. 보훈문화 교육도장으로의 활용 방안으로 ➀ 지방화·집중화하고, ➁ ‘보훈문화유산 해설사’ 제도를 도입하는 것이다.
This article is to study on the comprehensive management of facilities related with the patriots and veterans to enhance the spirit of Korean national, and options for its using as the educational sites of the patriots and veterans\' culture. It will be reviewed about the policies of the patriots and veterans\' affairs and definition of the spirit of Korean national to enhance the spirit of patriots and veterans, and will be suggested options for the comprehensive management, and using the educational sites of the patriots and veterans\' culture. The final and decisive objectives of the management for the facilities such as memorial museum, monument, etc., are keeping a positive attitude. The facilities is urgently needed in order to preserve and manage those facilities. In virtue of the meanings and characteristics containing in the facilities, our government should do budgeting and manning for the facilities, and manage comprehensively the facilities. With those measures, the systematic, efficient, and professional management could be managed.
