“베트남파병 한국군의 재해보상에 관한 연구”는 베트남 파병과 관련된 연구과제 중에서 전 · 사상자 재해보상에 대한 의문점을 규명하고 정책적 발전방향을 제시하기 위한 연구다. 한국군 베트남파병은 한국의 현대사에 결정적인 영향을 미친 역사적 사건이었다. 그럼에도 그와 관련된 연구는 한국군의 철수와 남베트남 패망의 와중에서 제대로 규명되지 못한 채 사회와 학계로부터 잊혀져 가고 있다. 따라서 한국군 베트남파병과 관련된 연구는 시급한 과제라고 할 수 있다. 본 연구를 통해 확인 및 분석된 내용은 다음과 같이 요약할 수 있다. 첫째, 베트남파병과 관련된 재해보상 법령의 연혁과 제정배경 및 과정을 분석했다. 그 결과 한국군의 베트남파병은 한국군 재해보상 관련 법령들을 현대적 의미의 법령체계와 보상수준으로 발전시키는 직접적인 계기가 되었음을 확인할 수 있었다. 둘째, 베트남 참전용사들은 “당시 정부의 잘못된 조치로 다른 참전국가에 비해 해외근무수당과 재해보상금 등을 불리하게 적용받았다”고 주장해 왔다. 본 연구는 당시 사료를 통해 한국군 전 · 사상자 재해보상과 관련된 협상과정, 지급 및 결산과정 등을 비교적 상세하게 규명할 수 있었다. 그 결과 당시 한국 측 관계자들은 미국 측으로부터 보다 높은 수준의 재해보상금을 받아내기 위해 최선을 다했으며 그 결과는 만족스러운 것이었다고 평가된다. 또한 당시 엄격했던 한 · 미간의 수당 및 보상금 지급과 결산 체계를 감안해 볼 때 한국 정부가 일부 지원금액을 다른 곳으로 전환할 가능성은 없었다는 사실도 확인됐다. 셋째, 한국 정부는 미국 측과 협상을 통해 물질적인 면에서는 긍정적인 결과를 얻었지만 전 · 사상자의 공훈선양을 위한 조치들은 매우 미흡한 상태였다는 것을 확인할 수 있었다. 따라서 이제라도 정부와 학계는 한국군 베트남파병의 의의와 그 영향을 재조명하는 과제들을 보다 조직적이며 적극적으로 규명해나가야 한다는 것이 본 논문의 최종 결론이다.
This study on the Study on the Allowances for casualties to the Expeditionary of ROK Armed Forces to Vietnam is to define the question of Killed in Actions’ compensation and guidance for the policy development options related the Expeditionary of ROK Armed Forces to the Vietnam. The ROK Armed Forces to the Vietnam was critical history event influenced to the Korea modern history. However, this field wasn't properly define by the ROK Armed Forces withdrawal and collapse of South Vietnam, has been forgotten at the society and academic fields, as thus this study is becoming an hot issue in those fields. Through this study portions of the issue about above mentioned fields are as the followings. First, the result was analyzed about the issue related the laws of allowances for casualties to the expeditionary of ROK Armed Forces to Vietnam. the result says that the ROK Armed Forces to the Vietnam made an opportunity to develop the laws related allowances for casualties. Second, the Vietnam War Veterans strongly insisted on that they received the poor allowances for disaster and cost of overseas rather than those of foreign countries. But their insisting opinions were not verified through this study. The results of analyzed about this issue were properly satisfied by the evidence of the official documents written in those times. In addition, the system of paying and accounting about those allowances was very strict. Accordingly, the possibility of transfer to other fields by the ROK Government was improved. Third, the results of negotiating about those allowances with the US Government were generally satisfied to the ROK Government. Nevertheless, the enhancement of honor activated by the ROK Government was lack of satisfaction. In conclusion, the ROK Government and academic fields should do re-illuminate the meaning and influence about the ROK Armed Forces to the Vietnam.
