The purpose of this study is to identify core competencies for social workers\' performance, and to explore curriculum development of the social welfare program based on competency modeling. As the methodology, after a panel research with 7 senior social workers and a survey with 218 social workers in the community were taken, the data were analyzed and organized as knowledge, skills and value/attitude areas for the final result, core competencies.
As the result, first, in the knowledge area, understanding clients/community, human/social environment, environmental change, program/services, laws about social welfare, planning/management, social marketing, leadership, organizational management, financial
analysis, social work practice theory, and human rights for welfare, and advocacy were found. Second, the skills\' area included community resource development/utilization of networking, program development, case management, supervision, communication, human relationship,
research, teamwork, reporting, and counseling.
Lastly, value/attitude area was composed of stress management, self-management as an expert, professional identity, basic responsibility for duties/propulsive force, creativity/spirit of challenge, internalization of social work ethics, transparency/honesty, positive and client-centered mind as core competencies. According to the results, strengthening the curriculum and teaching contents, extending social work practice education, intensive practice learning, community networking, and renovation of teaching methods were suggested as curriculum development.
