In this study the problems related with the residence guarantee for the elderly in near poverty class who are in the dead zone of the elderly welfare policy are investigated, and it is aimed to propose a model of the elderly welfare housing as a countermeasure for the problems. The results are as followings;
Firstly, rapid transition to an aging society must increase elderly couple household, which necessitate stable housing for the elderly. To prevent this problem in residence guarantee, it is urgent to prepare the foundation of residence policy for the elderly.
Secondly, the elderly welfare housing should assist the network construction measure with the resources of regional societies such as the facilities including hospitals, senior centers, leisure facilities, domiciliary care services and rental housing policy.
Thirdly, the elderly welfare housing should be located at the place where their children live nearby, either in the city or in the suburbs as a small scale of collective housing.
Fourthly, at the elderly welfare housing a house maintenance person and a social worker should reside, and a specialist, who can help the elderly to live for themselves, should be stationed.
Fifthly, the elderly welfare housing is to be made exclusively for the elderly and equipped with the space and facilities that cause no inconvenience to the elderly's lives.
Sixthly, central government and regional government should prepare budget compilation and law to assist the elderly welfare housing.
