This research is to explore implications and limits on disability policy during Kim Daejung and Nho Muhyun Regime by the way of understanding the policy process. The previous articles fail in encompassing disability policy during the two regimes, which implies the significance of this article. As the result of this research, it will be different in comparison to the disability policy at the previous regime to initiate long-term disability policy at the macro perspective. From the micro-viewpoint, they can be considered great outcome such as broadening disability category and increase of registered disabled people, improving disability allowance, new deployment of activity assistance and discrimination policy, enforcing accessability toward traffics and physical structures. However, some substantial policy such as support system for early discovery and intervention on physical and mental impairments, policy partnership between education-employment and social service-public health have not been tried to deal with in depth. In the future, there need to understand dynamics of disability policy and manage prior policy agenda which should be implemented without unreasonable stop or change
