This article analysed impacts of National Pension Service's role expansion on the service delivery system
for people with disabilities. The analysis was done in terms of three aspects: service provider, principles
of service delivery system and service user.
The results said that expanded roles of the National Pension Service(NPS) had limitations to overcoming
fragmented service delivery system. The function of NPS in the system remained the complementary nature
of public sector as providers, as well as had little impact on private sector. In addition, in terms of principles
of the system, there was a limit to develop integration and continuity. It was analysed that little influence
had been made to enhance service users' choice and rights.
Thus, this article suggested that the roles of NPS needed to be changed to the user-oriented system
from current provider-centered one.
