입법부에서는 헌법기관인 국회의원의 의정활동을 지원하기 위하여 공무원들로 하여금 국가와 국민의 현안문제에 대한 정보와 업무에 대한 전문성 등 핵심역량을 배양토록 하고 있다. 국회의원 의정활동 지원의 기본은 입법부 공무원들에게 입법부에서 필요로 하는 핵심역량을 개발 및 강화시키는 것이 될 것이다. 본 연구에서는 입법부 공무원의 핵심역량 개발과 강화를 위하여 그 효율성과 교육훈련에 대해 분석하였다. 연구결과, 입법부 공무원이 업무에서 체감하는 핵심역량 효율성에 대해 보통 이상으로 인식하고 있었다. 특히 의사 및 의안관리 업무수행 능력이 가장 높게 나타난 반면, 의원연구 업무지원능력이 가장 낮게 나타나고 있었다. 핵심역량을 강화하기 위한 방안으로 입법부 공무원들은 교육훈련 방안을 주로 제시하였다. 교육훈련과 더불어 장기근속이 핵심역량 강화의 또 하나의 주요 방안으로 제시되었다. 입법부 공무원의 역량강화에 획일화된 교육이나 대상별 차이가 없는 강화 방안은 지양되어야 할 것이며, 보다 다차원적이고 체계적인 핵심역량 강화 접근이 요구된다.
In order to support legislative activities, the legislature has made an attempt to develop the public servants\' core competencies on knowledge and information capabilities of people\'s current issues and the job-specific professionalism. Developing and reinforcing legislative public servants\' core competencies required in the legislature would establish the framework to support legislative activities for members of National Assembly. This study has analyzed the efficiency and the enhancing methods that will be geared to the development and reinforcement of core competencies for the legislative public servants. The findings of the study show that the degree of perception on the efficiency of core competencies that legislative servants discern has become above average. Especially, the competencies for legislative bills management appeared the highest, whereas the competencies for supporting the National Assembly members\' research appeared the lowest. Legislative public servants have proposed the educational training as the primary method to reinforce the core competencies. In the reinforcement of core competencies for legislative public servants, uniform educational training or the application of undifferentiated targets should be discarded while the multi-dimensional and systematic approach for the reinforcement of core competencies should be accelerated.
