This study purposes to check on the environmental factors impacting on the
lifelong learning city policy project in Korea. The project is evaluated as
contributing to invigoration of lifelong education on local level for ten years. But
it has a serious problem like whole cut of its budget. It means the problem is
not on inside but on outside of the project. So this study tries to check and to
file on the project's environmental elements, which has not been treated
carefully all the while. For the purpose, this study firstly profiled the stages
where the project has changed, and each stages is related to project designing,
pilot project, the extension and reinforcement of the project, and the
consolidation of the project management. Secondly, this study checks the major
factors impacting on the policy project, which are including local education
autonomy system, the special accounts of the project's budget source, and the
speedy decision making. These three factors contribute to launch the project, but
have worked in the negative as time has gone. Finally, This study discusses
the alternatives for keeping the project on developing. The alternatives include
such as new administration system between the ministry of education and local
general governments which is independent from educational administration, and
stabilization of the project budget structure. Additionally, this study points out
that the project has chased two hares as constructing local lifelong education
system and supporting a local community education project at once, and
suggests to separate these two approach at the policy level.
