The main purpose of this study is to narrow the gap between academic opinions and policies for lifelong education system, by analyzing problems and trying to seek the improvement. To achieve this goal, we reviewed the purposes and provisions of 11 legislative bills for lifelong education law submitted to the 18th National Assembly and discussed the direction for revision based on the scholar's debate about the limitation of lifelong education law. The study shows that only one bill regarding learning accounting system was passed among 11 legislative bills. However, the role and function of the executive organization for learning accounting system suggested by the related study was insufficiently reflected. The legislative bills that submitted in the 18th National Assembly included the act of populism which forces the government to provide free meals to lifelong education facility and to support the schools for the aged. The study also points out the limitation of lifelong education law. In particular, the lifelong education has been demanded the reorganization according to the limitation of executive area. Therefore, lifelong education law should be amended as a lifelong learning law, adult education law should be enacted and declaratory provisions have to be revised effectively.
