This study is aimed to establish the national goals and values of Early Childhood Education and Care (ECEC), and develop indicators for ECEC in accordance with those goals and values in order to make a comprehensive and systematic diagnosis of the current ECEC situation in Korea. For these purposes, in total, 110 indicators were developed in three domains: 6 for Basics, 58 for Early Childhood Education and Care Services, and 46 for Parenting and Child Welfare. The indicators are expected to provide a useful guide for policy-makers and experts to analyze the reality and quality of the current ECEC of Korea and make informed decisions.
