The importance of the ‘Center for Teaching and Learning(CTL)’ is more emphasized nowadays in the selecting process of the university competency evaluation and government funded projects. Thus, the CTL is expected to take the lead in quality management and competency enhancement of university education, not just the education program provider for better teaching and learning. In this context, professionals in the CTLs are questioning whether the CTL has the ideal environment to perform these new and important roles. Also, they say that we need research about what needs to be done to strengthen the CTL’s performance. In this study, we analyzed the current status of the
university teaching and learning center, identified the obstacles, and searched for ways to strengthen the function. Through questionnaires and in-depth interviews (FGI), most of the CTLs are now playing important roles in program evaluation and quality assurance works for the government funded projects and University assessment while they do the original tasks such as operating lots of teaching and learning programs. Also, experts in the CTL pointed out that there are problems in terms of job stability, level of treatment, appropriateness of the workload and budget management of the current CTL organization. To improve this situation, the results proposed the following suggestions. First, it is suggested that an index for evaluating the stability and professionalism of the CTL should be included or supplemented with detailed items in the university evaluation. Second, re-education program of the professionals in the CTL is needed to enhance their expertise.
