Current educational reform of Korea is in the middle of transition into creative innovation education. This creative innovation education is considered that has got rid of the cramming education and excessive competition, but it has brought the decline of basic academic ability due to the experience-based curriculum at the same time. It is time to offer a new educational reform after the innovation reform to work on social conflicts between side effects of excessive private tutoring and the decline in academic performance. In the mean time, the Japanese society has also been transformed into “Yutory education”, and social problems such as decline of basic academic ability and disruption of public education have emerged. This study is focused on the common problem of 'declining in basic academic performance' in Korea and Japan and alternatives to solve those issues. In conclusion, as an alternative for improvement of basic education and quality of education; it is required to improve the quality of public education, which complements both traditional and innovative educations, and strengthen the capability of teachers.
