본 연구는 국가교육위원회 설립의 쟁점과 과제를 제시하는 데 목적이 있다. 이를 위하여 시민들이 참여한 시민경청회와 전문가 면담 자료를 분석하여, 그들의 의견과 요구를 토대로 쟁점과 과제를 도출하였다. 국가교육위원회 관련 기존의 선행연구들은 시민과 전문가들의 의견을 충분히 담아내지 못한 채, 선언적 수준에서 국가교육위원회 관련 내용을 제시하였다면, 본 연구는 시민들이 참여한 토론회와 전문가들의 의견에 기반하여 쟁점과 과제를 제시하였다는 점에서 차별성과 의미가 있다. 왜냐하면 국가교육위원회 정책 구체화 논의 속에 정책의 주체이자 대상자인 학교 현장 및 학계와 정책 전문가의 의견을 전국 권역으로 수렴하고자 노력한 점에서 의미가 크기 때문이다. 본 연구에서 시민과 전문가들의 의견을 토대로 도출한 국가교육위원회 설립 관련 쟁점과 과제는 국가교육위원회와 교육부의 역할 배분 관련하여 거버넌스의 이원화와 옥상옥 구조, 국가교육위원회의 위상과 구성 관련하여서는 독립성과 정치결합성, 마지막으로는 국가교육위원회의 지향 원리로서 전문가주의와 시민참여주의를 제시하였다.
The purpose of this study is to present the issues and tasks of establishing the National Education Committee. For this purpose, we analyzed citizen s listening sessions and experts interview data, and derived issues and issues based on their opinions and requests. If the previous studies on the National Education Committee are not sufficiently filled with the opinions of citizens and experts, and if the contents of the National Education Committee are presented at the declaration level, this study will be based on the opinions of experts and the opinions of the experts In the present study.
