The purpose of this study was to explore the current status of special education and to seek mid-to long-term development policies in Chungcheongbuk-do. The subjects were 9 including kindergarten and elementary and secondary school teachers, four administers of the special edcuation, and parents and teachers negotiation body leaders in Chungcheongbuk-do. The qualitative data were collected by Focus Group Interview (FGI) and analyzed by constant comparative method.
The results of the study showed that there were 22 subtopics on 4 major topics. The number of teachers should be secured in order to reform an inclusive education environment, and that understanding disability should be practically implemented for inclusive education. In addition, strengthening capacities for inclusive education and special education quality management provided special education training teachers, expanded placement of school inspector in charge of inclusive education and special education, quality management of individualized education program, and strengthening behavioral intervention. Also, in order to create the conditions for the implementation of lifelong education, it was necessary to establish a cooperative system among relevant institutions and to activate the roles and functions of local governments.
