본 연구는 읍면동 찾아가는 복지 강화라는 정책기조 속에서 사회복지 공무원의 직무수행 경험과 인식을 파악하는 것을 목적으로 한다. 포커스그룹 인터뷰를 통하여 자료를 수집하였으며 근거이론방법을 활용하여 분석하였다. 중심현상은 ‘찾아가서 주민을 만나는 것이 주된 일’로 분석되었으며, ‘제대로 된 전담 팀 가동’이 인과적 조건, ‘일상적이고 자연스러운 연계와 수평적인 협력’이 맥락적 조건으로 파악되었다. 중재적 조건은 ‘교육참여를 통한 역량개발과 유지’, 작용/상호작용 전략은 ‘사회복지사 정체성의 확인과 수용’이었으며, 결과는 ‘기본에 충실해지는 최일선 복지현장 읍면동’으로 도출되었다. 연구결과를 토대로 사회복지 공무원의 직무수행 측면에서 보는 읍면동 찾아가는 복지 강화방안을 논의하였다.
The purpose of this study is to investigate the experience and perception of the social welfare officers at the field in the process of reorganization of the public social welfare delivery system. Data were gathered through focus group interviews and analyzed using grounded theory. The central phenomenon was analyzed as visit and meet the residents , and the causal condition of proper team’ and horizontal cooperation were identified as contextual conditions. Interventional conditions were development and maintenance of competence through participation in education , action/interaction strategy was confirmation and acceptance of identity of social worker , and result could be summarized as ‘Eup․Myeon․Dong as social welfare field adhere to basic’. Based on the results of this study, we discussed how to strengthen welfare in Eup․Myeon․Dong in terms of job performance of social welfare officers.
