본 연구는 일제 식민지기 재조일본인의 장학단체의 설립과 운영 그리고 그 성격을 아사노 다사부로의 천야육영회를 사례로 하여 규명하는 것을 목적으로 했다. 그 결과는 다음과 같다. 천야육영회는 아사노의 동정이라는 개인적 배경과 조선총독부의 지원이라는 사회적 배경 간의 결합에 의해 설립됐다. 그리고 양자의 연결고리는 “아래로부터의 침략”, “풀뿌리 침략”이라는 재조일본인의 존재양태와 ‘내선융화’라는 식민지 지배정책이었다. 즉 기본적으로 아사노는 조선총독부와 유착관계에 있었으며 이와 같은 상황에서 조선총독부는 천야육영회가 ‘내선융화’라는 문맥 하에서 운영되도록 했고 이 과정에서 아사노도 특별히 이를 부정하지 않았다. 오히려 이때 아사노는 조선인과 일본인을 구별 없이 선발한다는 방침을 표방함으로써 ‘내선융화’에 호응하는 제스처를 취하기도 했다. 이를 보면 일제 식민지기에 천야육영회는 경제적 하위계층에게 교육기회를 제공하는 긍정적인 역할을 했으나 이와 함께 ‘내선융화’에 부응하는 부정적인 역할도 했다고 할 수 있다. 즉 천야육영회는 ‘내선융화’의 미담으로서 식민지 지배를 더욱 공고히 하는 역할이 하기도 했던 것이다. 이와 같은 천야육영회의 성격은 이후 기타 재조일본인의 장학단체를 고찰하는 데에도 고려될 필요가 있다.
This study ained to analyze establishment and operation of scholarship foundations established by Japanese settlers in Korea under Japanese rule, and to find out the implications through the case of Asano Tasaburo’s Cheon-Ya Scholarship Foundation. The results were as follows. Cheon-Ya Scholarship Foundation was established by a combination of Asano’s sympathy and support of the Governor-General of Korea. In other words, Asano and the Governor-General of Korea were in a close relationship, and in such a situation, the Governor-General of Korea supported the establishment of Cheon-Ya Scholarship Foundation. This shows that Cheon-Ya Scholarship Foundation played a positive role in providing educational opportunities to the lower classes in Korea under Japanese rule, but also played a negative role in responding to ‘Reconciliation between Korea and Japan’.
