이 연구는 장애인 평생교육을 통합적으로 시행할 수 있는 방안을 담은 ｢평생교육법｣ 개정안이 2017년 5월 30일 본격적으로 시행됨에 따라 개정 법률 및 시행령의 주요 내용과 장애인 평생교육기관 현황을 살펴봄으로써, 지역사회 장애인복지시설 가운데 가장 많은 참여가 이루어지고 있는 장애인복지관의 평생교육 활성화 방안을 모색하는 데 목적이 있다. 이에 따라 2016년부터 공무원, 민간전문가, 당사자·부모, 학계전문가, 실무협의회가 중심이 되어 발달장애인 평생교육 지원단을 출범하여 운영하고 있는 충청북도지역 장애인복지관의 평생교육 서비스 제공현황을 분석하였다. 이를 기반으로 장애인복지관 평생교육 운영 활성화 방안으로 장애인복지관 평생교육시설 설치 시 장애인복지관 인프라 활용, 평생교육사 자격제도 개선, 장애인 평생교육 전문가 양성, 발달장애 특성에 맞는 프로그램 개발 보급 및 평생교육 시설 설립 확충 등을 제시하였다.
This article aimed to vitalize lifelong education operation of disabled welfare center that the most of people with disabilities participate So this article tried to search present condition of lifelong education institute for people with disabilities and review lifelong education act, that is, revised law and its implementing ordinances, is enforced on 30th, May, 2017. For this, this article analyzed lifelong education service providing current state of disabled welfare center in Chungcheongbuk-do Province which is operating after lifelong educational support union for people with developmental disabilities are constituted as involving official, private specialist, the parties to a disability, their parents, academic specialist and practical affairs, etc. Based on this, the article suggested infrastructure utilizing of disabled welfare center, improvement of lifelong education specialist qualification system, training of lifelong education specialist, program development and delivery based on characteristics of people with developmental disabilities and establishment and expansion of lifelong educational facilities
