This study investigated the disability prevalence using MDS, a tool for calculating based on the concept of ICF disability. In particular, a telephone survey was conducted on about 710 people living in Seoul using module No. 4000 of MDS-Brief questions (12 questions). As a result, 18.7% Korea s disability prevalence was surveyed. The proportion of those who answered ‘no disability’ was 49.3%, 12.2% for ‘Mild’ and 19.3% for ‘Moderate’. The results were about three times higher than the 5.39% tallied in 2017 for the disability survey. It raises the need to discuss the purpose of the survey on the ‘disability prevalence’ of the survey and whether the ‘registered people with disabilities.’ covers all persons subject to the welfare policy for the disabled. The disability prevalence of the survey on the actual conditions of the handicapped is the disability-based 손상 under the Act of Welfare for people with disability. Therefore, disability prevalence can only be derived from the same value as the number of registered people with disabilities. Not only does this not reflect changes in the disabled environment and the concept of disability, but it is also difficult for officials in the welfare policy to respond to the welfare needs of potential consumers. Therefore, it is proposed that policies on the disability assessment system centered on damage in our country should be gradually established.
