To achieve the purpose of this study, We first look at the concept and characteristics of manifesto and the development process of domestic and international manifesto movements, then review the existing evaluation indexes developed by various organizations, and explore the characteristics and limitations of existing indicators and the direction of improvement. Based on these prior research and consideration of existing manifesto evaluation indexes, the Educational manifesto Evaluation Index (E-V-A-D-A-E-S), an alternative evaluation index suitable for evaluating educational pledges, is developed and proposed. The newly developed alternative manifesto evaluation index consists of a total of six, four content indicators and two performance evaluation indicators. The six evaluation indicators are Educational Validity, Educational Adequacy, Democracy, Achievable Possibility, Effectiveness, Specificity.
