This study identified the people-centered plan(PCP) as the perspective of the practice movement for the integration of people with developmental disabilities. PCP, by itself, builds a completely different philosophical background from the existing system of support services for people with developmental disabilities. As a result, its introduction and adoption creates conflicts and tensions with existing systems and produces various issues. The purpose of this study is to sort out these issues and to suggest appropriate directions for adopting PCP, based on the results of several studies in US and UK. The issues were largely divided into the complexity of PCP process, ineffectiveness of PCP, organizational redesign and discrepancies in policy. It suggested the importance of the facilitator s role for its proper application and argued that all stakeholders should be involved in the community of practice.
