Considering the diverse life contexts of adults, the factors that hinder adults participation in lifelong learning are topics that are constantly being discussed in the field of adult education theory and practice. The purpose of this study is to understand the lifelong learning situation of micro-enterprises in the province, identify the obstacles to participation in learning, and confirm specific learning needs in order to provide programs that can meet the practical needs of the workers in micro-enterprises throughout the Gyeonggi Province. For this purpose, surveys and interviews were conducted on the workers, typically those who are in three top major industry types—retail, manufacturing, food and lodging—of the province. As a research method, a case study was conducted on 21 small businesses in Gyeonggi-do. Most of the participants had experience in participating in lifelong learning, and were mainly engaged through mandatory courses and government-funded programs. The most critical factors prohibiting the participation were time and space constraints, and there were differences in regards to the characteristics of each industry type. The analysis results presented practical and academic implications for small business owners participation in lifelong learning.
