In the recent discussion of the curriculum for capacity building, the OECD s Education 2030 project presents a new learning framework and principle. This is a new direction of education, and it is conceptually somewhat unfamiliar. However, in the case of curriculum design principles, as it is presented as segmented elements, the difference from previous learning design principles is not clear. Therefore, this study tried to analyze the IBDP in order to explore the meaning and relationship of the principles of education design in OECD Education 2030 and to materialize the principles of learning design in terms of competence. The investigation revealed that the curriculum design for competency development is condensed into a design that prevents learners from being alienated from the context of learning. In particular, a method that does not separate the application of knowledge and its utilization strategy is considered to be an approach that is clearly different from the linear learning design of the existing knowledge-centered learning design. The results of this discussion will go beyond the discussion at the conceptual level on competency design so far, and contribute to a rich understanding of concrete design logic at the practical level.
