현재 공직자의 종교 편향ㆍ차별 논란은 한국 사회의 이슈이다. 정부 차원에서 공직자의 종교 편향ㆍ차별 예방 교육도 진행된다. 그렇지만 아직까지 선행 연구도 부족하고, 특히 언론을 통해 남발되는 종교 편향과 종교 차별 개념의 구분과 그 함의에 대해서도 논의되지 못하고 있다. 본고의 목적은 공직자 종교 편향ㆍ차별 논란과 제반 상황을 살펴보고, 예방 교육의 방향과 내용을 제기하는 것이다. 이 목적을 달성하기 위해 필자는 종교 차별 관련 법적 근거를 검토하고 쟁점을 제시한 후(Ⅱ장), 1990년대부터 발생한 공직자 종교 편향ㆍ차별 논란 사례들을 유형화하면서 그 이면에 종교 편견이 있음을 지적하였다(Ⅲ장). 그리고 종교 편견의 성찰 차원에서 종교단체에 대한 법적 이해, 종교에 대한 관점, 종교 편견의 성찰을 위한 물음들을 제시하였다(Ⅳ장). 이 연구를 통해 필자는 교육의 방향이 종교 일반이나 특정 종교에 대한 제반 편견의 경향을 지속적으로 성찰할 수 있는 능력의 배양, 그리고 종교에 대한 적절한 관점의 형성에 있다는 점을 지적한다. 그리고 그 방향에서 종교 편향ㆍ차별 논란 사례들, 종교 차별 관련 법적 근거와 쟁점, 종교 편견의 성찰과 종교에 대한 관점 등이 교육 내용에 포함될 필요가 있음을 지적한다. 끝으로 이 연구가 공직자 종교 편향ㆍ차별 논란을 예방하고, 예방 교육의 효율성을 증진하는 데에 기여하기를 기대한다. 그리고 연구자들이 공직자 종교 편향ㆍ차별 논란에 주목하는 계기가 되기를 기대한다. 그와 관련하여 향후 학교, 군부대, (민영)교도소 영역 등에 대한 후속 연구, 그리고 정부의 적극적인 대응이 요청된다.
The purpose of this research is to investigate the direction and contents of public servant’ education for the prevention of religious prejudice and discrimination in Korea. Through this research, I tried to reflect on legal basis of religious discrimination and on religious prejudices. To achieve these purposes, in chapter 2, ‘legal basis and issues of religious discrimination’, I analyzed legal basis relating religion-religious discrimination, religious freedom, and the separation of government and religion. And I emphasized that, doing public job, the separation of government and religion can be a lot more important than religious freedom. In chapter 3, in the title of ‘examples and types of religious prejudice and discrimination’ I classified cases of religious prejudice and discrimination according to types. and divided into four classes. And, in chapter 4, ‘religious prejudice: understanding and prejudice of religion’, I emphasized the importance of reflecting on religious prejudice. And I suggested my views of understanding religion. Finally, I urged to reconsider the instructional efficiencies and methods in public servant’ education to prevent religious prejudice and discrimination.
