본 연구는 2021년도 각 대학의 자체평가 결과 보고서의 내용과 체제를 비교·분석하여 현행 대학 자체평가제도의 운영실태와 문제점을 살펴보고, 앞으로의 대학 자체평가 제도를 어떻게 보완하는 것이 바람직한지 시사점을 도출하는 데 목적이 있다. 분석결과는 다음과 같다. 첫째, 일부 대학들은 자체평가의 형식적 요건을 다소 충족하지 못하고 있었다. 둘째, 여전히 적지 않은 대학들이 대학자체평가를 “의무적”으로 실시한다거나, 목적에 대한 규정도 없이 시행하고 있었다. 셋째, 대부분의 대학들은 대학 자체평가의 기준 및 목표치 설정 방법으로 대학기관평가인증기준 및 대학기본역량진단 기준을 활용하고 있었다. 넷째, 91.8%의 대학이 기술형으로 평가 결과를 제시하고 있었다. 다섯째, 대학 자체평가결과의 활용계획을 보면 대학발전계획 수립이 가장 많았다. 분석 결과를 중심으로 대학자체평가에 대한 몇가지 시사점 및 제언을 하면 다음과 같다. 첫째, 대학자체평가의 근본취지를 재고하고, 자체평가의 취지를 되살리기 위한 노력이 필요하다. 둘째, 대학자체평가의 목적을 재점검하고 정비할 필요가 있다. 셋째, 대학 자체평가의 취지에 맞는 자체적인 점검 및 평가기준의 설정이 필요하다. 넷째, 대학 자체평가의 평가결과 제시방법을 보다 객관화할 필요가 있다. 다섯째, 대학 자체평가결과의 취지에 맞는 운용을 위한 내‧외부적인 지원이 필요하다.
The purpose of this study is to compare and analyze the contents and format of each university's self-evaluation report in 2021 to examine the operational status and problems of the current university self-evaluation system, and to derive implications for how it is desirable to supplement the university self-evaluation system in the future. The results are as follows. First, some universities were not able to satisfactorily meet the formal requirements of self-evaluation. Second, not a few universities conducted their self-evaluation “obligatorily” or conducted it without following any regulations on the purpose of the self-evaluation. Third, most universities used the university institutional evaluation certification standard and the university basic competency diagnosis standard as a method of setting standards and targets for their university self-evaluation. Fourth, 91.8% of the universities presented the evaluation results in a descriptive format. Fifth, when looking at the utilization plan of a university's self-evaluation results, the establishment of a university development plan was the most common. Focusing on the results, some implications and suggestions for university self-evaluation are as follows. First, it is necessary to reconsider the fundamental purpose of university self-evaluation and to revive that purpose. Second, it is necessary to re-examine and reorganize the purpose of the university self-evaluation. Third, it is necessary to establish self-inspection and evaluation standards in accordance with the purpose of university self-evaluation. Fourth, it is necessary to objectify the method of presenting the evaluation results of the university self-evaluation. Fifth, internal and external support are needed for effective operation in accordance with the purpose of the university's self-evaluation results.
