This study critically reviewed related literature based on Lipsky s Street-level Bureaucracy to analyze the policy enforcement of the teacher s Performance-based Pay System of non-teaching teachers(such as school health teacher, teacher librarian, school dietary and nutrition teacher, and school counseling teacher) and their perception on being evaluated. The operation of the teacher s performance-based pay system from 2001 to 2020 was outlined by reviewing policy documents of the metropolitan and provincial offices of education, press releases of the Human Rights Committee, and articles from 11 central media and conducting in-depth interview with 11 teachers affiliated with the Gyeonggido Office of Education. The result showed that the 360 degree feedback member was in the work environment of the street-level bureaucracy, and accordingly, the job type using the simplifications of the street-level bureaucracy and the adaptation mechanism of routinization was revealed in the implementation of the teacher s performance-based pay system. The evaluated teachers recognized the difference in the Street-level Bureau 360-degree feedback member perception on non-teaching teacher’s work due to limited resources and information about the job without experience. In addition, non-teaching teachers experienced different treatment compared to subject teachers in then administrative process of the teacher s performance-based pay system and difficulties in addressing their opinions because some schools still did not elect a non-teaching teacher as a 360 degree feedback member. According to the guidelines for the payment of performance bonuses for teachers by the Ministry of Education, separate evaluation index for non-teaching teachers cannot be provided by the metropolitan and provincial offices of education, which they also regarded as inequality in administration. Moreover, they thought dividing teachers in a dichotomous way resulted in discrimination without taking job characteristics into consideration. Based on these results, the limitations and possible solutions of the current teacher s performance-based pay system of non-teaching teachers were suggested.
