The purpose of this paper is to identify and analyze the ‘policy paradox’ phenomenon occurring in the process of implementing the “school work normalization policy” in unit schools and seek solutions. For the study, survey and interviews were conducted with teachers at a school in Seoul who are implementing the normalization of work in the actual field. The collected data was analyzed using D. Stone s ‘rules’ paradox as an analysis framework. As a result of the study, in the process of implementing the normalization policy of school work, paradoxes due to the contextual ambiguity of the rules, paradoxes of good rules, and paradoxes of working only according to the rules were found. In order to prevent and overcome these problems, strengthening autonomous responsibility management of unit schools, establishing an in-school rule innovation committee, and improving teacher′ s culture and supporting moral leaders were suggested.
