제20대 대통령 선거결과가 2022년 3월 10일 윤석열 대통령 당선자로 확정됨에 따라 향후 5년간 윤석열 정부의 비전과 철학을 정립하고, 국정과제와 추진 전략을 구체화할 것으로 예상된다. 역대 대통령 후보들은 교육대통령을 자임하겠다고 발표하였지만, 이번 제20대 대통령 선거과정은 진영 간 대립과 갈등이 대립되면서 교육공약이 공론화되지 못하였다. 이번 대통령 선거는 ‘국민의 교육기본권 충실한 보장’이라는 헌법 정신을 기반으로 하는 교육정책과 교원정책을 마련하지 못한 채 소홀하게 접근하였다. 특히, 교원정책은 교육의 질을 좌우하는 핵심요소임에도 불구하고 대통령 선거 전략의 득실이 작다는 한계로 중요 이슈로 등장하지 못하였다. 윤석열 정부가 추진해야 할 교원정책의 방향을 탐색함에 있어서, 헌법 제31조 4항에서 규정하고 있는 교육의 자주성, 전문성, 정치적 중립성의 의미를 규명하였다. 또한 역대 정부에서 추진한 교원정책의 특징과 시사점을 문헌 탐색을 통해 분석하였다. 결론적으로, 헌법에서 규정하고 있는 교육의 자주성, 전문성, 정치적 중립성의 교육원리 측면에서 윤석열 정부의 선거공약의 특징과 한계를 기반으로 새 정부가 추진해야 할 교원정책 방향을 탐색하였다.
As the result of the 20th presidential election was confirmed as President-elect Yoon Seok-yeol on March 10, 2022, it is expected to establish the vision and philosophy of the Yoon Seok-yeol government over the next five years and materialize national tasks and strategies. Previous presidential candidates announced that they would appoint themselves as education president, but the 20th presidential election process failed to publicize their educational pledges due to confrontations and conflicts between camps. The presidential election was approached negligently without preparing an education policy and a teacher policy based on the constitutional spirit of 'faithful guarantee of the basic educational rights of the people.' In particular, teacher policy has not emerged as an important issue due to the limitation of the small gains and losses of the presidential election strategy, even though it is a key factor that determines the quality of education. In exploring the direction of teacher policy to be pursued by the Yoon Seok-yeol government, the meaning of educational independence, professionalism, and political neutrality stipulated in Article 31 (4) of the Constitution was identified. In addition, the characteristics and implications of teacher policies promoted by previous governments were analyzed through literature search. In conclusion, in terms of educational principles of educational independence, professionalism, and political neutrality stipulated in the Constitution, the direction of teacher policy that the new government should pursue was explored based on the characteristics and limitations of the Yoon Seok-yeol government's election pledge.
