Sports belong not just to the private area any more, but to the public service which is being managed by the country and the commissioned associations cooperating, as is the case in France. The function of the nation is the arbitration in the sports activities, providing various legislations to be applied to various activities, taking responsible for the development, education and nature of them, supervising the associations for the proper performance of the public service and supporting financially. The functions are based on the diverse kinds of legislation. Through the Ministère de la Jeunesse des sports et de la Vie Associative(MJSVA), the government pursue the objects of raising advanced sports, improving the law system and regulations, developing the activities and local associative life, protecting the sporting people and preventing their deviations. Under the Les conventions d objectifs, the state and the sports associations keep the partnership on the financial affairs. The major role of the local governments is to organize the groups for the sports and life activities, which was mitigated the establishment of the private-public cofound corporation by the sports groups. For the sports administration, are there many public establishment such as INSEP, INJEP, ENE, ENSA and CREPS. The federations can be classified into the Les fédérations agrées and Les fédérations délégataires which are based on the 1901.7.1 and 1984.7.16 legislation. Moreover, CNOSF: Comité national olympique et sport français, FNDS, CNDS: Centre national de Développement du Sport are in operation. The characteristics of the French sports administration are the enormous organization and the large scale of the budget. With the consideration the private sportive activities as public service to be taken care of by the government, the increase of the administrative contracts is another feature, still with the necessity of the autonomy from the private sportive sections as well.
