지난 2002년 한일 월드컵대회는 국제사회에 우리나라의 역동성과 이미지 향상, 그리고 국민들의 자긍심을 일깨워준 중요한 의미를 지니고 있다. 아울러 경제적인 효과뿐 만 아니라 시민의식의 함양도 기대수준 이상으로 성과를 일구어 냈다. 그리고 월드컵 경기가 열린 지방의 도시들도 그 명성을 세계에 알리기에 충분 하였다. 중앙정부의 외교통상을 넘어 민간차원의 문화, 예술, 학술분야의 P to P(person to person), 그리고 H to H(Heart to Heart)의 마음으로 연결되는 지방의 국제화 시대가 도래 하고 있는 것만은 부인할 수 없다. 이렇듯 스포츠 행사는 전체국민들을 하나로 집결시키고 공동체 의식을 증진하며, H to H(Heart to Heart)의 마음으로 연결되는 지방의 국제교류를 증진시키는데 중요한 역할을 한다. 특히, 다른 어떤 분야보다도 국제교류의 수준을 높일 수 있는 중요한 계기가 될 수 있다.스포츠행사를 통한 국제교류의 증진에 대한 분석은 그동안 활발한 연구를 이루내지 못했다. 스포츠를 단순히 구경하고 즐기는 오락으로 생각해 왔기 때문이다. 그러나 최근 들어 국제적인 스포츠행사가 단순한 구경거리가 아니라 정치, 경제, 사회, 문화적으로 중량감 있는 이벤트로 간주되면서 그 파급효과가 크게 나타나고 있다. 이러한 맥락에서 지방자치단체들도 지역활성화를 위한 전략으로 각종 스포츠행사 유치에 노력하고 있다. 특히, 중량감 있는 국제스포츠대회를 유치하여 지방자치단체의 경제 및 사회문화적인 효과를 증진하고 더 나아가 국제교류의 활성화를 모색하고 있다. 이제 국제화의 기본 단위는 지방이며, 지방화가 세계화의 출발점이다. 우리의 경우도 많은 지방자치단체들이 공무원의 해외연수, 문화예술 교류, 국제심포지엄, 스포츠 등 각종 이벤트를 통하여 계속적으로 국제교류를 추진하고 있다. 그러나 국제교류 경험의 부족과 의욕만 앞선 교류 사업으로 많은 자치단체들이 자매결연 등 형식적이고 실적 위주의 외형적인 교류를 주로 추진하여 왔음을 부인할 수 없다. 이제는 형식적인 교류가 아닌 개방과 경쟁이라는 국제환경의 급격한 변화에 대응하기 위해서는 중앙정부와 지방정부, 단체, 기업 그리고 시민들 모두가 국제적인 감각을 가지고, 참여할 때만이 진정한 선진 시민으로서 역할을 다할 뿐만 아니라 국제경쟁력도 높여 나갈 수 있을 것이다.
