최근 우리 사회는 주 5일 근무제로 삶의 질 향상을 위해 다양한 문화향유 욕구충족을 바라는 공연행사장 이용자가 늘어나고 있으며, 각 지방마다 열리는 다양한 축제와 월드컵 등 국제행사에도 전 국민적인 관심 속에 많은 관람객이 찾고 있다. 하지만 우리 사회 곳곳의 공연행사장에서는 아직 관중의 안전에 대해 무관심, 부주의, 불감증 등으로 인명피해 사고가 발생하는 사례가 종종 있다. 2005년 10월 3일 경북 상주 시민운동장에서 MBC 가요콘서트를 보기 위해 입장하던 많은 시민들이 압사되고 다치는 대형사고(11명 사망, 162명 부상)와 2006년 3월 26일 서울 롯데월드가 무료 놀이동산 개방행사를 하여 많은 인파가 다치는 사고(35명 부상)가 있었다. 이처럼 대규모 인파가 동시에 밀집함에 따른 사고발생시 많은 인명 피해가 우려되므로 공연행사장에서 유사한 사고 발생을 방지하고 관중의 안전을 도모하기 위한 대책을 마련해야 한다는 것이 사회의 중요한 이슈로 대두 되었다.따라서 본 연구에서는 앞으로 더욱 삶의 질이 향상되고 국민의 문화공연에 대한 욕구가 증가함에 따라 되풀이 되는 인명사고를 미연에 방지하고, 질서 있는 문화관람을 위하여 문화행사에 대한 잘된 사례(공경비, 월드컵경기)와 실패한 사례(사경비, 상주 MBC가요콘서트), 외국의 사례 등을 들고, 경찰과 소방방재청을 중심으로 공연장 경비에 있어서 안전 대응방안을 제시하고자 한다.행사장은 다중이 운집되어 있는 특수한 경호대상지역으로서 특성상 고도의 전문성과 총체적이고 통합적 경호 운용시스템이 요구된다. 그럼에도 불구하고 최근에 발생한 상주 ‘가요콘서트’행사장사고는 민간경호 업체의 전문성은 물론 종합적 안전관리체제의 미비, 전문 안전요원 배치 기준 미비, 안전관리를 위한 메뉴얼 부재, 안전조치 부재 등 총체적인 문제점들을 나타내고 있다.따라서 위에서 제시한 공연행사장에 대한 검토사항에 따라 지금까지의 형식적인 경비가 아닌 단 1건의 사고도 발생하지 않도록 유관기관과의 적절한 재해대처계획을 작성하여야 할 것이다. 경찰은 재해대처계획을 작성함에 있어 수동적인 자세보다는 전문성을 고려하여 보다 더 적극적이고 능동적으로 재해대처계획안을 작성하여 민간업체 및 유관기관에게 적절히 교육시키고 최소의 인력 투입으로 경찰본연의 임무인 공공의 안녕과 질서유지를 위해 힘써야 할 것이다.또한 대부분의 공연행사는 수익성 사업으로써 민간업체에서 전적으로 책임을 지고하고 있었으나, 이제는 경찰이 평상시 민간업체에 대한 철저한 관리 및 공연행사 시작 전부터 끝까지 관리의 주체가 될 수 있도록 방범과 및 경비과에서는 그 지역의 담당 지도관제도를 설치하는 방안도 하나의 방법이 될 수 있을 것이다.
It is, recently, increased to utilize concert(or performance, opera, show) and event place such as a variety of festival, World cup for improving the quality of life as the five day work system and the need of culture in our society. Along with this upward trend, competition for more desirable tourists is also surging, so destinations cannot be complacent. It is, frequently, occurred accidents like as human damage cause of unconcern, carelessness, insensibility of safety. The disaster, in which 11 people died and nearly 162 were injured, was a combination of all sorts of problems: a local government bent on holding promotional events, inexperienced and understaffed organizers, and a lack of preparedness on the part of police and other authorities. Another disaster, in which 35 people injured, was occurred in Lotte World, from the death of a rider falling from the Atlantis ride, to the widespread injuries of visitors who crowded the site with the offer of free entry. It is made serious human damage as a surging crowd, so the protection measures to stabilize the people´s security are urgently needed. This article is presented about the effective way for protection in the National Police Agency and the National Emergency Management Agency to prevent accidents such as human damage. It is represented cases of 2002 World Cup which is successful security and failed case like SangJu Disaster. Event place, in the crowd, is demanded general and integrated security system because it is a special security region which need a highly professional. There, no less, are a large number of issue which are a lack professional of the private security as well as an insufficient integrated management system, the absent of security management guideline and other. This article, in hence, investigated the safety management against accidents which are related agencies. Police agency, in special, have to consider a positive and active countermeasures, for example, which are countermeasures against natural calamities, training system about security to private security corporations. Until now, the event place security was operated under the responsibility which is private security corporation. However, this responsibility, in future, have to be operated with management which police is thorough must be operated appropriately with director.
