One of main agenda of President Lee is 4 rivers restoration project along with green growth strategy. The Four Major Rivers Restoration Project of South Korea is the multi-purpose green growth project on the Han River (Korea), Nakdong River, Geum River and Yeongsan River. The Four Major River Restoration Project has five key objectives: 1) securing abundant water resources against water scarcity; 2) implementing comprehensive flood control measures; 3) improving water quality and restoring ecosystems; 4) creation of multipurpose spaces for local residents; and 5) regional development centred on rivers. The main focus of this article is to investigate the problems of water sports regulation and forseeable problems of 4 river projects boosting water leisure activities and cultural activities through to analysis green growth policy, the special bill for the development of waterfront and waterline area which is proposed by representatives from ruling party and is a hot issue in the national assembly and water leisure safety act. Water sports have several problems as an aspect of the legal system. After 4 river project, to promote safe and environment friendly water sports, there must be preparation of legal system for harmony of people and environment such as unification of regulation authority, preparation of adequate safety regulation, and categorizing water sports with environmental standard such as none motor sports (windsurf, sailing yacht, canoe) and water sports with motor engine (motor boat, water-ski, water motorcycling).
