이 글은 체육특기생의 양성 및 선발제도의 문제점을 진단하고, 그 대응책을 모색해 보고자 하는 시론적 논의이다. 대학입시 과정에서 해마다 반복되는 불법과 비리의 오명을 불식시키면서, 스포츠 강국으로서의 품격과 미래지향적인 스포츠 문화를 구축하기 위한 제도적 대안을 찾는다는 것은 여간 어려운 일이 아니다. 성과위주의 스포츠정책이 낳은 역기능이 스포츠인의 의식과 각종 제도에 그대로 온존해 있고, 학벌만능주의를 신봉하는 학부모의 의식이 전혀 개선되지 않고 있다. 운동기능인만을 양성하는 입시구조가 재편되지 않는 한, ‘학생선수’라는 표현은 한 갓 허울에 지나지 않게 된다. 거액의 금전이 수수되어 문제가 되었던 일부 유명 사립대학의 체육특기자 입시전형을 보면 여전히 감독이나 심사위원의 자의가 개입될 수 있는 여지가 충분히 남아 있다. 고등학교 학업성적은 물론 수능최저학력기준 마저도 요구하지 않는 학생선발제도는 일부 사회주의국가를 제외한 21세기 선진 스포츠국가에서 그 유사 사례를 찾기 어려울 정도이다. 미국대학스포츠협회(National Collegiate Athletic Association: NCAA)가 대학스포츠를 통합적으로 관리․통제․규율하기 위하여 제정한 NCAA 메뉴얼이 현 시점에서 우리에게 시사하는 바는 매우 크다. 물론 교육체계나 과정, 대학스포츠의 환경, 스포츠 전문인의 의식 및 관행에 있어 상당한 차이가 있음을 부정할 수는 없다. 그러나 개개의 NCAA 규정은 대학 스포츠 선수가 갖추어야 할 지식과 소양을 담보하고, 아마추어리즘을 관철하기 위해 매우 엄정한 학사관리와 리쿠르팅 체계를 유기적으로 작동시킨다는 점에서 특히 매력적이다. 필자는 우선 체육특기자 입시를 둘러싼 여러 문제점을 해결하기 위해서는 NCAA와 같이 입시를 총괄하는 조직을 구성하고, 이를 통해 일원화된 통제와 규율을 가능하게 할 필요가 있다고 본다. 그리고 NCAA 매뉴얼이 추구하는 기본적인 이념과 원칙에 동의하면서, 국내 대학 스포츠의 특성을 반영할 수 있는 운영규정의 세부내용을 짜나가야 한다고 생각한다. 학생선발 뿐만 아니라 학사관리 전반에 걸쳐 제도적 규제 장치가 시급히 마련되어야 한다. 제도가 의식을 견인해야 할 때이기 때문이다.
This article is aimed at seeking countermeasures, by indicating of problems, selective measure, in other words entrance system for athletic scholarship. As a matter of the fact, it is hard to find the alternatives to build future-oriented sport culture, and retain the initiatives with blocking corrupt admissions repeated over and over. Sport s sense and related measures still adopt it in its integrity including side effect of performance oriented sport policy, which resulted from academic clique in korean society. It is not hard to find that some preferred private school authorities leave athletic students entrance examination to directors, committee s discretion. Such entrance measures in korean society, which do not require both high school record and even the scholastic ability test minimums, could not be witnessed in this century except for few socialist states. In this respect, NCAA manual, enacted for controlling college sports with integrating by NCAA(National Collegiate Athletic Association), is full of suggestions. It is undeniable truth that there are certain differences like education system, curriculum, environment, sport sense, practices between Korea and USA. However, each NCCA regulation become a good example that shows working a strict education management and recruiting measures systematically for cultivating athletic student s knowledges, amateurism. Conclusively, it is necessary to construct an organization, which handles entrance examination such as NCAA, and controls it under unified criteria. and then on the basis of NCAA Manual, more details of the maintenance regulations should be reflected considering domestic factors. It is urgent to provide an institutional strategy not only entrance but management across the board as well, because system could exert a influence on human s sense.
