이 글은 한국대학스포츠총장협의회가 추진하고 있는 『대학스포츠 운영규정』 제정 작업의 과정에서 작성된 것이다. 필자는 규정안 중 제3장 학생선발 및 학사관리 부분을 담당하였다. 학생선수의 선발과 입학 후의 학사관리는 한국 스포츠의 투명성과 발전가능성을 가늠하는 잣대가 된다. 또한 하위 그룹의 스포츠 활동을 견인하고 그 미래를 담보하는 표지가 되므로, 풍부한 담론의 토대 위에서 설계되어야 한다. 아래서 제안한 규정안은 교육체제와 스포츠 환경이 다소 이질적인 미국의 NCAA Rule을 모델 규정으로 삼아 우리나라의 실태를 반영하여 적절한 접점을 찾으려는 시도에서 비롯된 결과물이다. 필자가 제안한 규정안은 그간 체육계와 사회 일반에서 우려해 오던 목소리를 최대한 반영하고자 노력한 것이고, 보다 광범위한 동의를 구하고자 그 내용의 절충과정도 거쳤다. 여전히 흠과 공백이 있을 것이라 생각된다. 하지만 학생선발과 학사관리에 관한 제 규정이 대학스포츠의 건강성을 회복하고, 한국스포츠의 선진화를 촉진하는 시금석이 될 것이라는 약간의 기대를 저버릴 수는 없다.
This article is created while Korea University Sport Federation is promoting 『University Sport Operation Regulation』. The author was in charge of the part of school affairs management and student selection in Chapter 3. Management of undergraduate admission and the selection of student athletes is a ruler to measure the potential for development and transparency of South Korea sport. Further, since this task will lead the sports activities of the sub-group to ensure the future, it should be designed on the basis of extensive discourse. The proposed rule underneath, is the result that begins with an attempt to reflect the Korean actual situation based on American NCAA Rule as a model despite its difference in kind and tries to find the appropriate contact in sport environment and education system. It is obtained by effort to best reflect the voice, which has been a concern from the general public and the sports world until now. To seek a broader agreement, the author has undergone negotiation process of its contents. Still, there is a long way to go. However, I hope it becomes a touchstone to restore the health of the college sports and to promote the advancement of Korea Sports in relation to undergraduate management and selection of students.
