As the on-line game industries has been developing and individual firms earnings are getting diminished, the firms came to find new sources of profit. What have been appeared according to their endeavor are the stochastic game items which are also called as Comp-Gacha especially in Japan. These highly detailed items have found a large following among all generations in Japan, and the trend is filtering even to Korea, especially among adult collectors, with other popular culture influences such as anime and manga. They are, by nature, a blind purchase; people insert coins and hope to get the items or figure they desire. Such an amusement element may become frustrating, as one risks obtaining the same capsule repeatedly. At the same time, however, this kind of unique and attractive items come to produce some problems similar to those which usually come from gambling. So the Japanese government has been regulated Comp-Gacha since 2012 and enacted relevant Acts and JFTC Regulations. So the korean government begun to consider whether to regulate , and how to regulate. This paper investigated current situations surrounding the Stochastic Game Items, analyzed the japanese approach was adequate to the korean situations, and tried to present some legislative ideas and regulatory suggestions.
